it's in scfg for new user toggles and then it's in your user settings on the bbs.

[N] Ask For New Message/File Scan: Off
[Y] Ask For Your Un-read Msg Scan: Off
[F] Automatic New File Scan : Off
    [R] Remember Current Sub-board : On

Go to Defaut Settings and turn off "As for your un-read Msg scan".
If you want to turn if off for all users, you can do it for new users
scfg > System > New User Prompts > Default Toggles > Ask for your msg
scan. I think that's the right one.
Unfortunately, you'd have to create a script to go through all the
users and set ASK_SSCAN to false if you want to change for everyone. I
don't think there's a general way to do it.
I had to do a similar thing to set the users shell to something else
    for all my users.

years ago i just put code in my login to check for something and then change it for the user if they didn't have it.

made it easy to adjust existing user settings on the fly.
